There are numerous definitions of poverty, with the concepts of absolute and relative poverty being the most common in science and politics.  <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Absolute poverty<\/strong> means that a person lives below the subsistence level and cannot even afford to meet their basic needs. Basic needs include: Food, clothing, housing and access to medical care.  <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Relative poverty <\/strong>, on the other hand, looks at a person&#8217;s financial situation in comparison to their social environment. Relative poverty also takes into account social inequalities, some of which are reflected in the fact that the people concerned can only participate in social life to a limited extent for monetary reasons. We present the three most important ones.  <\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-measurement-based-on-the-at-risk-of-poverty-threshold\">Measurement based on the at-risk-of-poverty threshold<\/h5>\n\n\n\n<p>The most commonly used method for determining poverty in Germany is to look at the poverty risk threshold. It stipulates that all people who have less than 60% of the median income of the population as a whole are considered to be at risk of poverty. According to a <a href=\"https:\/\/www.destatis.de\/DE\/Presse\/Pressemitteilungen\/2026\/02\/PD26_039_63.html\" target=\"_blank\" rel=\"noreferrer noopener\">press release issued by the Federal Statistical Office in February 2026<\/a>, the threshold in Germany in 2025 was:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>for <strong>people<\/strong> <strong>living alone<\/strong> with a net income of \u20ac1,446 per month (2024: \u20ac1,381)<\/li>\n\n\n\n<li>for a household with <strong>two adults <\/strong>and <strong>two children<\/strong> under the age of 14, with a net income of \u20ac3,036 per month (2024: \u20ac2,900)<\/li>\n<\/ul>\n\n\n\n<p>In addition, the Federal Statistical Office provides an overview here of the <a href=\"https:\/\/www.destatis.de\/DE\/Themen\/Gesellschaft-Umwelt\/Einkommen-Konsum-Lebensbedingungen\/Lebensbedingungen-Armutsgefaehrdung\/Tabellen\/armutsgef-typ-1-zvgl.html\" target=\"_blank\" rel=\"noreferrer noopener\">at-risk-of-poverty rate for various household types<\/a> over recent years, as well as here of <a href=\"https:\/\/www.destatis.de\/DE\/Themen\/Gesellschaft-Umwelt\/Einkommen-Konsum-Lebensbedingungen\/Lebensbedingungen-Armutsgefaehrdung\/Tabellen\/armutsgef-sozdem-zvgl.html\" target=\"_blank\" rel=\"noreferrer noopener\">differences by gender and educational attainment<\/a>.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-measurement-based-on-the-world-bank-s-absolute-poverty-line\">Measurement based on the World Bank&#8217;s absolute poverty line<\/h5>\n\n\n\n<p>The World Bank&#8217;s approach, which is widely used internationally, has set a fixed US dollar amount as a benchmark for measuring poverty. The international poverty line, which is used to measure extreme poverty in low-income countries, is currently set at US$3.00 per person per day (as of 2025). For low- to middle-income economies, the poverty line is currently US$4.20 per person per day, and for high- to middle-income economies, it is US$8.30. <a href=\"https:\/\/www.worldbank.org\/en\/topic\/measuringpoverty#2\" target=\"_blank\" rel=\"noreferrer noopener\">(more information here<\/a>).<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-holistic-view-through-the-human-development-index-hdi\">Holistic view through the Human Development Index (HDI)<\/h5>\n\n\n\n<p>In addition to income, the Human Development Index also takes into account education, life expectancy and regional\/local poverty thresholds in various countries.  <\/p>\n\n\n\n<p>It looks at the long-term progress of a country&#8217;s population on the basis of three aspects:  <\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>A long and healthy life for people<\/li>\n\n\n\n<li>Access to knowledge<\/li>\n\n\n\n<li>An adequate standard of living<\/li>\n<\/ol>\n\n\n\n<p>The HDI thus goes beyond purely monetary resources and also considers things such as state of health, housing situation and the possibility of personal development. With a value of 0.959 (maximum = 1), Germany is relatively high up on the scale. The United Nations <a href=\"https:\/\/hdr.undp.org\/data-center\/human-development-index#\/indicies\/HDI\" target=\"_blank\" rel=\"noreferrer noopener\">Human Development Report<\/a> provides more details and comparisons with other countries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-accent-color has-text-color\" id=\"aktuelle-Zahlen-Deutschland\">Current figures on poverty in Germany  <\/h2>\n\n\n\n<p>According to current data from <a href=\"https:\/\/de.statista.com\/statistik\/daten\/studie\/72188\/umfrage\/entwicklung-der-armutsgefaehrdungsquote-in-deutschland\/\">Statista<\/a> and <a href=\"https:\/\/www.der-paritaetische.de\/fileadmin\/user_upload\/Publikationen\/doc\/armutsbericht_2025_web_fin.pdf\">Parietischer<\/a>, approximately 16,1% of the German population (or around 13.3 million people) were at risk of poverty in 2026, meaning they were below the poverty risk threshold of 60% of the federal median equivalent income.<\/p>\n\n\n\n<p>People who are affected by material and social deprivation or whose households have very low labour force participation are also considered to be at risk of poverty. According to the <a href=\"https:\/\/www.destatis.de\/DE\/Presse\/Pressemitteilungen\/2025\/01\/PD25_036_63.html\">Federal Statistical Office<\/a>, this brings the total number of people at risk of poverty in 2024 to 17.6 million, or one-fifth of the population.<\/p>\n\n\n\n<p>Looking at the federal states, according to <a href=\"https:\/\/de.statista.com\/statistik\/daten\/studie\/164203\/umfrage\/armutsgefaehrdungsquoten-in-den-bundeslaendern\/\" target=\"_blank\" rel=\"noreferrer noopener\">Statista<\/a>, the at-risk-of-poverty rate in 2024 was highest in Bremen at 25.9%, followed by Saxony-Anhalt at 22.3% and North Rhine-Westphalia at 17.4%. You can find further data on this topic in the <a href=\"https:\/\/www.armuts-und-reichtumsbericht.de\/DE\/Startseite\/start.html\" target=\"_blank\" rel=\"noreferrer noopener\">German government\u2019s Poverty and Wealth Report<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-poverty-and-economic-development-in-comparison\">Poverty and economic development in comparison<\/h4>\n\n\n\n<p>The survey conducted by the Parit\u00e4tische Forschungsstelle (Parity Research Centre) on poverty and economic development between 2005 and 2024 clearly shows that although GDP per capita in Germany rose significantly between 2005 and 2024, the poverty rate remained at a consistently high level. For example, children from socially disadvantaged families have, on average, significantly worse starting conditions and fewer resources than those from academic households, for example.<\/p>\n\n\n\n<p>The dependence of one&#8217;s own development on social background is referred to as \u2018social mobility\u2019. This varies from country to country, as <a href=\"https:\/\/www.statista.com\/chart\/30387\/social-elevator-oecd\/\">Statista<\/a> shows based on the <a href=\"https:\/\/www.oecd.org\/content\/dam\/oecd\/en\/publications\/reports\/2018\/06\/a-broken-social-elevator-how-to-promote-social-mobility_g1g8e196\/9789264301085-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">OECD study \u2018A Broken Social Elevator\u2019<\/a>. The study measures how long it takes for the descendants of a family in the lowest income decile (bottom 10 per cent) to reach the average income. In Germany, this currently takes six generations, which indicates low social mobility in comparison. There are also other factors such as individual circumstances and events, migration and displacement, or one&#8217;s own family situation, which we will describe in more detail in the next chapter.<\/p>\n<\/div><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"1024\" src=\"https:\/\/vostel.de\/blog\/wp-content\/uploads\/2023\/12\/30387-768x1024.jpeg\" alt=\"\" class=\"wp-image-15817 size-full\" srcset=\"https:\/\/vostel.de\/blog\/wp-content\/uploads\/2023\/12\/30387-768x1024.jpeg 768w, https:\/\/vostel.de\/blog\/wp-content\/uploads\/2023\/12\/30387-225x300.jpeg 225w, https:\/\/vostel.de\/blog\/wp-content\/uploads\/2023\/12\/30387-1152x1536.jpeg 1152w, https:\/\/vostel.de\/blog\/wp-content\/uploads\/2023\/12\/30387-1024x1365.jpeg 1024w, https:\/\/vostel.de\/blog\/wp-content\/uploads\/2023\/12\/30387.jpeg 1200w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"armutsgef\u00e4hrdete-Personengruppen\">Who is particularly at risk of poverty?<\/h2>\n\n\n\n<p>As can be seen in the chart from the <a href=\"https:\/\/www.bpb.de\/kurz-knapp\/zahlen-und-fakten\/soziale-situation-in-deutschland\/61785\/ausgewaehlte-armutsgefaehrdungsquoten\/\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Agency for Civic Education<\/a>, there are certain population groups in Germany that are particularly at risk of poverty. This most frequently affects those who are unemployed for a longer period of time or who fall into unemployment from the low-wage sector. Anna Mayr, journalist and author of the book &#8220;Geld spielt keine Rolle&#8221; (Money doesn&#8217;t matter), says in an <a href=\"https:\/\/www.deutschlandfunk.de\/armut-in-deutschland-wir-muessen-das-nichtarbeiten-100.html\" target=\"_blank\" rel=\"noreferrer noopener\">interview with Deutschlandfunk<\/a>: &#8220;The most important thing in our society is work. And it is precisely this focus on work that turns the unemployed into outsiders.&#8221; At the same time, having a permanent job does not rule out the possibility of falling into poverty, as around 9% of people in employment are also at risk of poverty.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-advgb-accordion-item advgb-accordion-item\" style=\"margin-bottom:15px\"><div class=\"advgb-accordion-header\" style=\"background-color:#f1f3f6;color:#283d71;border-style:solid;border-width:0px;border-radius:15px\"><span class=\"advgb-accordion-header-icon accordion-state\"><svg class=\"advgb-icon-closed\" fill=\"#283d71\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"24\" height=\"24\" viewBox=\"0 0 24 24\"><path fill=\"none\" d=\"M0,0h24v24H0V0z\"><\/path><path d=\"M19,13h-6v6h-2v-6H5v-2h6V5h2v6h6V13z\"><\/path><\/svg><svg class=\"advgb-icon-opened\" fill=\"#283d71\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"24\" height=\"24\" viewBox=\"0 0 24 24\"><path fill=\"none\" d=\"M0,0h24v24H0V0z\"><\/path><path d=\"M19,13H5v-2h14V13z\"><\/path><\/svg><\/span><h4 class=\"advgb-accordion-header-title\" style=\"color:inherit\">Single parents<\/h4><\/div><div class=\"advgb-accordion-body\" style=\"border-style:solid !important;border-width:0px !important;border-color:undefined !important;border-top:none !important;border-radius:15px !important\">\n<p>At 41%, they are the second largest group at risk of poverty. Once again, women are significantly more affected than men. Single parents are exposed to a higher risk, as they are doubly burdened without a strong family network. On the one hand, they have to provide for themselves and their children, and on the other, the maintenance to which they are actually entitled is often not paid. A study by the <a href=\"https:\/\/www.dji.de\/veroeffentlichungen\/pressemitteilungen\/detailansicht\/article\/867-wenn-unterhaltspflichtige-elternteile-nicht-zahlen.html\" target=\"_blank\" rel=\"noreferrer noopener\">German Youth Institute<\/a> shows that of the children for whom maintenance payments have been determined, 37% receive no or only incomplete maintenance from the other parent.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-advgb-accordion-item advgb-accordion-item\" style=\"margin-bottom:15px\"><div class=\"advgb-accordion-header\" style=\"background-color:#f1f3f6;color:#283d71;border-style:solid;border-width:0px;border-radius:15px\"><span class=\"advgb-accordion-header-icon accordion-state\"><svg class=\"advgb-icon-closed\" fill=\"#283d71\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"24\" height=\"24\" viewBox=\"0 0 24 24\"><path fill=\"none\" d=\"M0,0h24v24H0V0z\"><\/path><path d=\"M19,13h-6v6h-2v-6H5v-2h6V5h2v6h6V13z\"><\/path><\/svg><svg class=\"advgb-icon-opened\" fill=\"#283d71\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"24\" height=\"24\" viewBox=\"0 0 24 24\"><path fill=\"none\" d=\"M0,0h24v24H0V0z\"><\/path><path d=\"M19,13H5v-2h14V13z\"><\/path><\/svg><\/span><h4 class=\"advgb-accordion-header-title\" style=\"color:inherit\">People with a low level of education<\/h4><\/div><div class=\"advgb-accordion-body\" style=\"border-style:solid !important;border-width:0px !important;border-color:undefined !important;border-top:none !important;border-radius:15px !important\">\n<p>According to the <a href=\"https:\/\/www.destatis.de\/DE\/Themen\/Arbeit\/Arbeitsmarkt\/Qualitaet-Arbeit\/Dimension-2\/niedriglohnquote.html\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Statistical Office<\/a>, they are 39.8% more susceptible to poverty because they are more likely to work in the low-wage sector. In 2024, the proportion fell from 21% in 2018 to 16%, representing a significant improvement. Single people and women in particular suffer from financial insecurity. The serious difference to other groups is that poverty in old age is often final and people cannot find a financial way out. In 2021, the Federal Ministry published a study on &#8220;<a href=\"https:\/\/ceres.uni-koeln.de\/forschung\/d80\" target=\"_blank\" rel=\"noreferrer noopener\">Old age in Germany (D80+)<\/a>&#8221; for the first time, which showed that 22.4% of over-80s are affected by poverty. This figure will continue to rise in the future due to increasing life expectancy.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-advgb-accordion-item advgb-accordion-item\" style=\"margin-bottom:15px\"><div class=\"advgb-accordion-header\" style=\"background-color:#f1f3f6;color:#283d71;border-style:solid;border-width:0px;border-radius:15px\"><span class=\"advgb-accordion-header-icon accordion-state\"><svg class=\"advgb-icon-closed\" fill=\"#283d71\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"24\" height=\"24\" viewBox=\"0 0 24 24\"><path fill=\"none\" d=\"M0,0h24v24H0V0z\"><\/path><path d=\"M19,13h-6v6h-2v-6H5v-2h6V5h2v6h6V13z\"><\/path><\/svg><svg class=\"advgb-icon-opened\" fill=\"#283d71\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"24\" height=\"24\" viewBox=\"0 0 24 24\"><path fill=\"none\" d=\"M0,0h24v24H0V0z\"><\/path><path d=\"M19,13H5v-2h14V13z\"><\/path><\/svg><\/span><h4 class=\"advgb-accordion-header-title\" style=\"color:inherit\">Women<\/h4><\/div><div class=\"advgb-accordion-body\" style=\"border-style:solid !important;border-width:0px !important;border-color:undefined !important;border-top:none !important;border-radius:15px !important\">\n<p>Women in Germany are slightly more at risk of poverty than men in all age groups. In 2021, 17.6% of them were affected, compared to 15.5% of men. One key aspect is that women are more likely to work part-time for family reasons and therefore earn less. As a result, women have lower pension entitlements and are therefore more affected by old-age poverty, among other things. Children of parents with a low level of education are particularly at risk, at 41.8%. The risk is similarly high for single parents (see Chapter 5).<\/p>\n\n\n\n<p>One of the main reasons for this is that the parents&#8217; financial situation has a direct impact on the children. This means that if parents work in the low-wage sector or are dependent on social benefits, there is, simply put, little left for the children. Due to their income situation, they often suffer from an unhealthy diet, poorer educational opportunities and less social participation and often feel the effects for the rest of their lives.  <\/p>\n\n\n\n<p>This dependency is also reinforced by the fact that any additional income earned by the children is offset against the parents&#8217; social benefits. It was therefore hardly worthwhile for them to take on a part-time job, as monthly additional earnings of over \u20ac100 were almost entirely subject to crediting. This changed with the amendment to the law on Januar 1 2024, according to which additional income of pupils, trainees and students up to \u20ac538 is exempt from offsetting <a href=\"https:\/\/www.buerger-geld.org\/buergergeld\/schuelerjob-ferienjob-freibetrag\/\" target=\"_blank\" rel=\"noreferrer noopener\">(more on this here<\/a>).<\/p>\n\n\n\n<p>According to a survey of children and young people (aged 10-17) conducted by the <a href=\"https:\/\/www.dkhw.de\/schwerpunkte\/kinderrechte\/kinderreport-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">Deutsches Kinderhilfswerk<\/a> in 2023, another main reason for the persistence of child poverty is the lack of support and encouragement in education.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-accent-color has-text-color\" id=\"Ma\u00dfnahmen-Bundesregierung-Armut\">What is the German government doing to combat poverty?<\/h2>\n\n\n\n<p>Germany is a welfare state, as enshrined in the Basic Law <a href=\"https:\/\/www.gesetze-im-internet.de\/gg\/art_20.html\" target=\"_blank\" rel=\"noreferrer noopener\">(GG Articles 20 and 28<\/a>). &#8220;This means that the legislator in the Federal Republic must also take care of social justice and the social security of citizens,&#8221; writes the <a href=\"https:\/\/www.bundestag.de\/services\/glossar\/glossar\/S\/sozialstaat-245542\" target=\"_blank\" rel=\"noreferrer noopener\">German Bundestag<\/a>. The application is made via the Jobcenter and the amount depends on the family status and living situation <a href=\"https:\/\/www.arbeitsagentur.de\/arbeitslos-arbeit-finden\/buergergeld\/finanziell-absichern\/voraussetzungen-einkommen-vermoegen\" target=\"_blank\" rel=\"noreferrer noopener\">(to the Jobcenter<\/a>).
