What role do volunteers play?

According to the 6th German Survey on Volunteering, around 6.3% of all people aged 14 and over were involved in culture and music in 2024, just behind sport with 12.8% and the social sector with 7.9% (6th German Survey on Volunteering, 2024). This means that culture and music is still one of the most important areas of volunteering in Germany. A simple comparison shows how important the role of volunteers is here: around 2.2 million people volunteer in the cultural sector, compared to 1.3 million full-time professionals (Projektverbund Ehrenamt / KommunalWiki, 2018).

Compared to 2019, when 8.6% were still active in this area, the ratio has fallen slightly. This decline reflects a general trend: the overall volunteering rate also fell from 39.7% to 36.7% in the same period. However, those who are still involved are more committed than before, and volunteering is particularly indispensable in rural areas, where adult education centers, monument preservation and cultural centers are often the sole responsibility of volunteers (KommunalWiki / Heinrich Böll Foundation, 2018).

Culture under pressure due to lack of funding

Cultural institutions in Germany are predominantly financed from public funds. The largest share is traditionally borne by the municipalities, followed by the federal states and the federal government (Deutscher Kulturrat, 2020). This sounds solid, but there is a catch: cultural funding is legally considered a voluntary task, not a compulsory service. When budgets are tight, this is often the first area to be cut.
